Review

Managing people in project, programme and portfolio management is more than a competence element; it is a whole range of competences which has been the right subject for writing a new Handbook. The Editors Dennis Lock and Lindsay Scott engaged almost 50 more authors to write the 63 Chapters on the 865 pages. The Handbook is in this sense innovative, complex and meaningful for an audience of advanced practitioners mainly at the IPMA Levels B and C as well as advanced IPMA Level D (like HR specialists).

The content is related to the Anglo-Saxon world. A relationship to the IPMA Competence Baselines ICB Version 3.0 (2006) and ICBC Version 1.0 (2011) is available to some extent but has potential for further development. Emphasis is given to important competence elements for the range addressed, like Project Organisation, (Human) Resources, Communication, Engagement and Motivation, Self-Control and, above all, Personnel Management in the Permanent Organisations (as context for the project management). Most chapters are substantiated and endorsed with the necessary practical applications and research. The Handbook is written in user friendly language and style. The illustration with graphics and tables is richer than in the average literature on people management. The weighing between practice and theory is aligned to target audience. A frequent reference to the necessary experience is noted with satisfaction. Some parts of the knowledge could be more project management specific, the experience is focused on project management.

It can be warmly recommended that the project management professionals manage their people well. The Handbook is a very good support for this purpose.
